We know that it’s not always easy to get the information you need to make voting smooth and easy. We designed this Voter Guide so that you can find key information in one place.
These are the key steps to keep in mind to move you smoothly through the voting process:

Here’s a checklist and links to help you through the process.
The voter registration process is handled by the County Auditor. (Tip: CCI Action Fund recommends that you register, or check your registration, as early as you can so you can check that off your list.)

What Do They Do?
Snapshots of the roles and responsibilities of Iowa’s State Executive Officers
Governor:
The Governor is the chief executive of the state government and is responsible for the effective and efficient administration of the state departments and agencies. The Governor:
Appoints all principal officers of the state not elected by the people and fills vacancies
Takes final action on laws enacted by the General Assembly by approving or vetoing bills
Serves as commander-in-chief of the military forces of Iowa
Attorney General:
The Attorney General is the chief law enforcement official of the state and is head of the Department of Justice. The powers and duties of the Attorney General include:
Supporting law enforcement
Protecting victims in the criminal justice process
Representing the departments and agencies of state government
Protecting consumers
Enforcing Iowa’s laws
Secretary of State:
The Secretary of State oversees elections and serves as a portal for Iowa’s business community. The Secretary of State’s Office is responsible for:
Coordinating with the auditors of all 99 Iowa counties to ensure elections run in a smooth, fair, and transparent manner
Maintaining the statewide voter registration system
Cooperating with the Federal Government on the census, including keeping official records
Helping companies with start-ups, corporate filings, and assisting with biennial reports
State Auditor:
The Auditor is the “taxpayer’s watchdog.” The Auditor is responsible for:
Auditing each department of state government and reporting its financial condition
Reporting whether funds were expended for the intended purposes
Reporting whether department activities were efficiently conducted
Determining whether any illegal or unbusinesslike practices were conducted
Making recommendations for greater simplicity, accuracy, and efficiency in the operations of state government
Issuing an audit report that covers all federal funds expended by the state and reports on compliance with federal requirements governing those expenditures
Secretary of Agriculture:
The Iowa Secretary of Agriculture leads the Iowa Department of Agriculture and Land Stewardship, which is responsible for:
Working with Iowa farmers
Providing expertise to help farmers undertake conservation practices that preserve Iowa’s soil, prevent erosion, and protect Iowa’s water
Running screening and safety programs that protect the health of Iowa’s livestock
Playing a vital role in consumer protection and food safety
State Treasurer:
The Treasurer of State plays a primary role in the management of state resources. As the state’s cash manager, the Treasurer is responsible for:
Coordinating the financial services used by state agencies
Maintaining custody of state funds
Investing all state funds
Balancing the state’s funds with financial institutions and the Dept. of Administrative Services

Guide to Scorecard Ratings on the Candidates
CCI Action Fund is not endorsing state or federal candidates in the 2026 midterms. However, we are tracking certain races and candidates closely. CCI Action developed a simple rating system to provide insight into stated policy positions of candidates we’re following closely. If elected, these candidates will have the ability to impact key issues that are at the heart of our work.
We want to emphasize that these ratings are CCI Action Fund’s best understanding of candidates’ positions based on what candidates are saying as of mid-September 2026, their past votes, work history, and other key considerations.
We rank candidates on the degree to which they are aligned with the policy goals of CCI Action Fund’s members on these core issues: Public Schools, Water Protection, Data Centers, and Healthcare.

POLICY GOALS ON KEY ISSUES:
Public Schools:
- Supports fully funding public education at a rate that keeps up with inflation
- Does not support using taxpayer money to fund private schools
- Believes public schools should provide a robust and complete education
Water Protection:
- Supports funding Iowa's state-of-the-art water quality monitoring system
- Believes polluters should be held accountable with tough fines and penalties for the pollution they create
- Supports mandatory measures for corporate agriculture to reduce nitrates flowing into our waterways
- Supports research to determine the current volume and condition of our groundwater and surface water
Healthcare:
- Supports efforts to expand healthcare access to all Iowans
- Opposes efforts to privatize Medicaid and Medicare
- Supports efforts to hold health insurance companies and Big Pharma accountable
Data Centers:
- Supports a statewide moratorium/pause on new data center construction until Iowa has adopted strong rules and regulations that protect Iowa’s land, water, and air quality
- Opposes using taxpayer money to subsidize the construction and/or operation of data centers
- Supports caps on utility rate increases
- Supports regulations that ensure that approved data centers are powered by clean energy paid for by the permitted corporation rather than taxpayers
- Supports the rights of local control by communities and counties to decide whether or not to allow the building of data centers in their communities

Amendment 1
The following will be on all Iowa ballots.
Amendment Summary:
Amendment 1 would add a new article, Article XIII, to the Iowa Constitution. The Amendment requires that any bill that increases the corporate tax rate or the individual income tax rate would have to be adopted by at least two-thirds of the members of Iowa’s General Assembly.
Amendment Impact:
- A minority of the General Assembly would have the power to prevent tax increases that Iowa voters favor.
- It would be very difficult to increase funding for essential public services that need additional funding like public schools, water protection, health care, and public safety.
- It would change the Iowa Constitution and would be extremely difficult to rescind (invalidate) if voters find the Amendment is a mistake.
- This amendment will largely benefit people with wealth. The vast majority of the public will suffer from the effects of additional cuts to services we depend on.
This Voter Guide was developed by Iowa Citizens for Community Improvement Action Fund to help Iowa voters prepare for voting in the 2026 Midterm election.
